dive Cairns or the white sundays?

Does anyone has suggestions which place is best to dive for unexperienced divers in queensland?

I've heard a lot of great things about the White sundays but also Cairns. Does anybody have experience in diving there? Know any good cheap tours, instructors to go with?

Pro-Dive (Cairns and Townsville) have a good reputation and are fairly safe operators from my observations.

I have never dived the Witsundays.
