you cant go wrong with one of the Sony or Canon cameras these days, easily within your budget for housing and a 4 megapixel camera.
Personally I have a Sony DSC -P5 (3.2mp) in a Sony MPKP5 housing.
Since purchasing the camera and housing, i have also got a conversion adaptor which allows me to fit Sea&Sea Motor marine II lenses, of which i currently have a wide angle and 2 macro lenses.
The extra expense for the lenses has made the camera a whole lot more versatile.
Other factors to consider are;
how long the battery will last (need at least 2 dives i reckon)
Price of extra memory cards (the ones they come with generally wont keep all your pics from a weekend away)
Ease of operating controls with gloves etc. underwater

Bula Baby!Bula Baby!
It all started on flying in early on Friday the 22nd (a day before the rest of the crew, which were coming from the US). I received the most wonderful welcome and had a great time scoping out my new home for the next week and a half before having a great nights rest in my DOUBLE KING sized bed, meaning that it was about 4m wide (never knew they made beds that large!). I awoke to the sound of "Yeeeehaw" echoing through the place and knew at once that the Texans and the rest of the gang had arrived.
